Q&S was founded in 1999 by Conrad Leslie, a California EPA Registered Environmental Assessor (REA). Mr. Leslie has a bachelor's in Marine Industrial Technology. He attended the California Maritime Academy in 1985 where earned a US Coast Guard Third Officer Unlimited Merchant Marine License and received formal marine safety training. He is intimately familiar with marine operations and environmental impacts to the marine environment.
Mr. Leslie made his transition into the environmental sector in 1992 when attended a post graduate environmental program at UCSD in 1994. He earned a professional certificate in hazardous waste management and completed an environmental internship with the US Navy. He subsequently capitalized on his environmental and marine background and served as the Chairman of an Environmental Committee of a major US Naval and commercial shipyard where he evaluated environmental impacts to sediment and ocean water quality. He later was invited to serve on the Scientific Advisory Board for the Association of Environmental Health & Science (AEHS); Soil, Water and Sediments Chapter.
He has held various consulting positions with major environmental firms including Senior Environmental Manager for Golder Associates, and Vice President / Regional Manager of Kleinfelder, Inc. (an ENR Magazine TOP 100 engineering firm) where he managed several international offices and served as the Deputy Program Manager for a large ($65 million dollar) US Navy contract with multiple task orders. He received Kleinfelder’s "Interdisciplinary Excellence" award in 1998, and became a direct shareholder of the firm.
While managing large government contracts that required small business participation, Mr. Leslie envisioned a small business (HUB Zone / SDB / DBE) concern that could provide the added value / resources of a large firm, and flexibility / cost effectiveness of a small business. That vision became a reality the creation of Q&S Engineering in 1999.
Q&S is characterized by people first and foremost. Q&S carefully selected multi disciplinary key staff to be highly diverse and responsive to client needs. Q&S qualified senior staff head each required technical services area and have a depth of resources.
Q&S has significant experience with federal contracts and has received letters of commendations for outstanding work, ability to meet schedule / budget, and added value. Q&S staff have also completed over 300 projects in Mexico including many high visibility projects that required attention to details and innovative solutions such as LNG terminals, airports, and assistance to Fortune 100 firms establishing operations in Mexico.
